The
European Zone is the most perplexing of all, with eight
groups set to send fourteen teams to Germany.
Eight will be
packing their bags as group winners, a further two as best
runners up, leaving three others to qualify by way of a two
legged playoff game. Germany qualify automatically as hosts.
So, just how
does it all work if two, or more, teams are level on points
at the end of the group stage? Brace yourselves, it's
invented by FIFA so it's fairly complicated!
Group
winners:
In the event
of a tie on points at the top of each group, a series of
tie-breaking factors will be used to determine which team
progresses automatically.
1:
Head-to-head points - points won against the other is
the first way of separating the tied teams. A normal points
system is used i.e. 3 for a win, 1 for a draw and none for a
loss. The team with the higher number of points goes
through.
2:
Head-to-head goal difference - if the teams are still
level, for example if each team won one and lost one, head
to head goal difference will be used.
3:
Head-to-head number of goals - if the teams are still
inseparable, the team who scored the greater number of goals
will go through.
4: Group
stage goal difference - next up in the unlikely event of
the teams still being equal is goal difference from the
group stage.
5: Group
stage number of goals - the greater number in the goals
for column from the group stage sees that team to the
Finals.
6: Playoff
game - if all five fail to separate the two teams, a
playoff game on a neutral ground will be used to decide
which team progresses to Germany.
Second-best
teams:
Two of the
group phase runners-up from the European zone qualify as of
right for the finals with the six others facing a play-off.
To even all
the groups up, the teams which finish second in the groups
with seven teams - Groups One and Three - will have their
results against the bottom side disregarded.
The first
rule which divides the teams is, obviously, the number of
points.
But if teams
are level on points, then the following factors are taken
into account until a difference is found to separate them.
1: Goal
difference - against the top six in the group.
2:
Greater number of goals scored
3: Team's
FIFA disciplinary ranking - yellow cards (one point),
red cards (two points) and suspensions (one point per match
suspended) are added up and the team with the least goes
through.
4:
Drawing of lots
Playoffs
The six
remaining runners-up will face a two-legged playoff. The
draw takes place on October 14 and the games will be played
on November 12 and 16.
The ties will
be played home and away and the team scoring the most goals
over the two games will go through.
If the
aggregate score is equal, the teams are separated by:
1: Away
goals: Goals scored by a team in the away leg count
double.
2:
Extra-time: If aggregate and away goals are level at
full-time in the second leg, two 15-minute periods of
extra-time will be played.
3: Penalty
shoot-out: If extra-time fails to decide the outcome,
the team to qualify will be determined by penalty kicks.
